A few people already know of this plan but for those who don't, I'm planning on making a site with a forum along with it on Internet bullying. Due to personal trauma I suffered recently, I went into some research regarding this issue and found out how serious it is. I've taken a cause to it and want to help victims and empower them not to continue being victims.

Anyway, I'm trying to find a good server to have such a site and forum. Preferably, I'm looking for one that's free or if a good one requires to pay money, then a one-time fee. (I'm trying to avoid paying monthly or yearly fees, if possible. That tends to get a bit sticky at times. lol) If anyone has suggestions on a good server, please let me know. I would really appreciate the help.

what kind of site are you looking for really? a full website or just a forum?

yeah, Aya's question is good. you didn't give much detail on what kind of and or website you would like.

As for my website, the web hosting I used is byethost. Its the best for me.

The forums you can use for this are a lot like Simple Machines Forum, etc.

There are many more out there, like Yola (formerly synthasite).
